I have been reading a lot about L1 Visa's and eligibility. Is it possible for someone to come on an L-1 for a multi national company that has 10 offices across the globe including United States. I know someone who has been working for them for a over a year as a Technical Manager in one company, wants to come transfer, but not sure if they qualify. Do they need a degree? What about experience?

Unlike H-1B, whether or not you have a college degree is mostly irrelevant for individual qualification of L-1A/L-1B, especially L-1A. However, you do not have supervising anyone either, which doesn't help a lot. In L-1A there is a "function manager" who manages a critical function of the company's operation but does not supervise anyone. It all comes down to individual situation (and you need to consult an immigration attorney in the end) but it looks like there is a chance that you will be qualified for either L-1A or L-1B, provided that all other requirements for L-1 are met, such as existence of the "corporate relationship" between the company you are currently working for and the U.S. company you are going to work for.
