Default H-2B Proposed rule

CIS just published new proposed rule that would among other things prevent employers from requesting different start date on the I-129 than the one originally requested on the Labor Cert to protect employers with shorter seasonal need. If the rule becomes law, employers in my area (season from April through October) might be actually able to obtain H-2Bs again...I would wish for more positive changes though...H-2B process is very outdated and really needs more attention ... What is happening with DOL's proposed rule of streamlining Labor Cert process? Would be nice to electronically file Labor Cert.
