H1B Extension - Approved length of stay shortened by USCIS

I have received an approval for an extension of length of stay for an H1B visa holder in a specialty occupation. I requested a three year length of stay and USCIS shortened it to six months. Does anyone else have any experience with USCIS doing this and have they given any explanation?
