priority date questions

I am confused about priority dates. I have an approved labor certification in the EB-3 category as a professional worker. Is the priority date the date the labor certification was filed or when the I-140 immigrant visa petition was filed? And, in order to get my green card, the priority has to be "current" and a visa available? What does this mean?
